Building, Planning and By-Law Enforcement functions are handled primarily by the Building Department. The department consists of:

- Building & Planning Assistant/Secretary
Contact the Building Department with your questions on demolition, construction, sewage disposal systems, property zoning, the Official Plan, direction for subdivision, home businesses, property standards and other related by-law information.
Please note: We cannot stress enough how important it is to always check with our Building Officials prior to undertaking any project. This is to ensure that you have met all requirements, have all the necessary approvals and are in compliance with all applicable regulations. Failure to do this can result in the delay of the processing of your application. If you have commenced your project, you could be required to remove it if it does not comply with the applicable requirements. It is therefore, in your best interest to consult with us while your project is in the planning stages.

Protocol for the Submission of Building Permit Applications
Statement of Acknowledgement
Building/demolition permit applications and sewage disposal system (septic) applications are available at the Township. Procedures for completing a sewage disposal system application and the documentation required is also available at the Township office. If you already have a sewage disposal system (septic) on your property and wish to have it reviewed to ensure it will meet the requirements of your building project prior to submitting your building permit, please submit an Application for Existing Sewage System Inspection/Review.

The Cloudpermit building permit system allows you to apply for and to see the status of your application anywhere, at any time. You can start an application and finish it later, and receive email updates on the status of your permit application.

To Create an Account To get started with Cloudpermit, you need to Create an Account. Note you will need an email address to use the system. 1. Go to the Cloudpermit site at https://ca.cloudpermit.com 2. Click on “Create a New Account” found under the "continue" arrow. 3. Provide your email address. 4. Evolve will send an email to the address you have provided. 5. Open the email and complete the registration process. The next time you visit the site, you'll login using your email and password.

Payment for building permits can be made by cash, cheque or debit and now by credit card. Credit Card Payments Through Paymentus How to pay with a credit card using Paymentus: The Township of North Kawartha uses a secure, third-party online credit card payment service called Paymentus. You can pay your bill any time, 24 hours a day, 7 days a week, using your MasterCard or VISA. Paymentus will charge a 1.75% service fee for each transaction. To pay online with a credit card, please go to Paymentus. It is important to go to this specific link because it redirects you to the Paymentus Online Township of North Kawartha Payment System site. The payment type will be listed as “Building Permits”. To pay by credit card over the phone, you can use Paymentus' secure, automated telephone payment system at 1-844-293-2299. In order to make your payment online or over the phone, you'll need: •The property assessment roll number •The amount to be paid •Your credit card number, including security code on the back of the card •An email address to receive an electronic confirmation of your transaction |
Development Charges |
Development charges are collected at the building permit stage for all new residential, industrial and commercial projects. These charges are levied by the County of Peterborough. Development charges for 2020. |

Building Services Fees and Charges Schedule |
For building permits, fees are based on the value of construction. There is a cost of construction list in By-Law #2015-045, Schedule A, B, C and this is used to determine the required fees. The minimum permit fee is $150.00 for construction. The fee for a demolition permit is $150.00 Fees for sewage disposal permits, By-Law #2014-33, Schedule A, B, C, D, E lists the appropriate fees. For most new systems, the fee is $680.00 |
