Building Services

Building, Sewage Disposal, Planning and By-Law Enforcement duties are handled mostly by the Building Department. The department consists of a:

  • Chief Building Official/By-Law Enforcement Officer
  • Deputy Chief Building Official/By-Law Enforcement Officer
  • Building Inspector/By-Law Enforcement Officer
  • Junior Planner
  • Building and Planning Assistant/Secretary

Contact the Building Department with your questions on demolition, construction, sewage disposal systems (septics), property zoning, the Official Plan, direction for subdivisions, home businesses, property standards and other related by-law information.

Please note: 

Based on local knowledge the Township of North Kawartha uses the Town of Bancroft Climatic and Seismic Data from Supplementary Standard SB-1, Vol. 2 of the Building Code. The indicated ground Snow Load is  kPa, 1/50 Ss 3.1 Sr 0.4.

Building and Planning Payment Options
Payment for building permits can be made by cash, cheque or debit and now by credit card. Please note: Payments made using a credit card will be listed as "Building Permit" (but will be applied to your permit).


How to pay with a credit card using Paymentus:
The Township of North Kawartha uses a secure, third-party online credit card payment service called Paymentus. You can pay your bill any time, 24 hours a day, 7 days a week, using your MasterCard or VISA. Paymentus will charge a 2.50% service fee for each transaction.
To pay online with a credit card, please see blue tab below or go to https://ipn.paymentus.com/rotp/nkon. It is important to go to this specific link because it redirects you to the Paymentus Online Township of North Kawartha Payment System site. The payment type will be listed as “Building Permit”.


To pay by credit card over the phone, you can use the secure, automated telephone payment system at 1-844-293-2299.
In order to make your payment online or over the phone, you'll need:
•The property assessment roll number
•The amount to be paid
•Your credit card number, including security code on the back of the card
•An email address to receive an electronic confirmation of your transaction

What requires a permit?
  • Adding a bedroom, including bedrooms in basements
  • Adding dormer to existing roof
  • Additions to a building
  • Construction of a dock greater than 10 square meters in area
  • Attached garage, carport, shed or other roof structures
  • Detached deck greater than 10 square meters in area
  • Deck attached, or providing access, to a building
  • Installation of backflow prevention device
  • Basement or main floor walkouts
  • Creating a duplex or additional dwelling unit (a.k.a. in-law suite, accessory apartment, granny flat)
  • Demolition of a structure greater than 10 square metres in building area
  • Construction of a detached garage, gazebo, shed or accessory building greater than 10 square metres in area (measured to the outside face of exterior walls). Note: A single storey detached storage shed ancillary to a principle building on a property, which is less than 15 square metres in area and does not contain plumbing does not require a building permit
  • Finishing the basement of a house
  • Industrial, commercial, institutional and multi-residential construction or alterations or changes of use
  • Installing a new window or door - when increasing the width of the existing opening
  • New residential dwellings
  • Retaining wall that is greater than 1 meter in height which is either adjacent to public property, adjacent to access to a building, or adjacent to private property to which the public is admitted
  • Plumbing fixtures added or relocated
  • Re-insulating walls, ceilings or floors
  • Removing, or replacing, a load bearing wall, column, lintel, beam or any other structural member
  • Renovation or converting an existing building to a different use (change of use)
  • Septic system installations and alterations
  • Site servicing (water or sewer lines) for all building types
  • Solar Panels that are mounted to a building
  • Installation of a woodstove or wood burning fireplace
  • Alterations or installation of a heating, ventilation and air conditioning (HVAC) system

 

When in doubt if a permit is needed, please consult with the Chief Building Official or Building Services staff.

What does not require a permit?
  • Door and window replacements (within the existing opening, where no structural members are changed and the same energy efficiency performance level of window is installed - EEDS)
  • Installing new shingles on existing roof
  • Installing new siding on an existing building provided it does not include additional insulation or changes to flashing or second plane of protection
  • Painting, wall papering, tiling, carpeting, cabinets, countertops, and similar finish work
  • Replacing a plumbing fixture (i.e. toilet, bathtub or sink) with a new fixture in the same location
  • Structure less than 10 square metres in area measured from the outside face of walls (that does not contain plumbing)
  • A single storey detached storage shed ancillary to a principle building on a property, which is less than 15 square metres in area and does not contain plumbing
  • Installing a propane fireplace
  • Installing a water softener
  • Dock less than 10 square metres in area

  • Inspection information will be provided with all permits.
  • Please ensure that inspection requests are made 48 hours in advance

Note: 
While the MNRF does not require a permit for docks under 140 sq. ft they still have jurisdiction.  Concrete is not permitted to be placed in the water for new construction or repairs to existing facilities.  Contact MNRF in respect to their jurisdiction.

A 16.5 ft separation is required between main feeder hydro lines and any construction.  A 5ft. separation between secondary lines and construction is required.

Building Fees

For building permits, fees are based on the value of construction. There is a cost of construction list in By-Law 2022-0005, including Schedule A, B, C and D;  this is used to determine the required fees. The minimum permit fee is $225.00 for construction. The fee for a demolition permit is $ 150.00.

Fees for sewage disposal permits, By-Law #2014-33, Schedule A, B, C, D, E lists the appropriate fees. For most new systems, the fee is $680.00


Development charges are collected a the building permit stage for all new residential, industrial and commercial projects. 
There are 3 development charges that we are required to collect.
  • County Development Charges which are collected on behalf of Peterborough County https://www.ptbocounty.ca/en/growing/development-charges.aspx
  • There are two separate Education Development Charges that we are required to collect on behalf of the school boards.  They are the Kawartha Pine Ridge District School Board and the Peterborough Victoria Northumberland and Clarington Catholic District School Board.
