1. Go to the Cloudpermit site at https://ca.cloudpermit.com
2. Click on “Create a New Account” found under the "continue" arrow.
3. Provide your email address.
4. Evolve will send an email to the address you have provided.
5. Open the email and complete the registration process. The next time you visit the site, you'll login using your email and password.

Building and Planning Payment Options |
Payment for building permits can be made by cash, cheque or debit and now by credit card. Please note: Payments made using a credit card will be listed as "Building Permit" (but will be applied to your permit).
How to pay with a credit card using Paymentus: The Township of North Kawartha uses a secure, third-party online credit card payment service called Paymentus. You can pay your bill any time, 24 hours a day, 7 days a week, using your MasterCard or VISA. Paymentus will charge a 1.75% service fee for each transaction. To pay online with a credit card, please see blue tab below or go to https://ipn.paymentus.com/rotp/nkon. It is important to go to this specific link because it redirects you to the Paymentus Online Township of North Kawartha Payment System site. The payment type will be listed as “Building Permit”.
To pay by credit card over the phone, you can use the secure, automated telephone payment system at 1-844-293-2299. In order to make your payment online or over the phone, you'll need: •The property assessment roll number •The amount to be paid •Your credit card number, including security code on the back of the card •An email address to receive an electronic confirmation of your transaction

What requires a permit? |
- Adding a bedroom to the basement
- Adding dormer to existing roof
- Additions to a building
- Attached garage, carport, shed or other roof structures
- Backflow prevention device
- Basement or main floor walkouts
- Creating a duplex (a.k.a. in-law suite, accessory apartment, granny flat)
- Demolition of a structure greater than 10 square metres in building area
- Detached garage, shed or accessory structure 10 square metres and greater (measured to the outside face of exterior walls)
- Finishing the basement of a house
- Industrial, commercial, institutional and multi-residential construction or alterations or changes of use
- Installing a new window or door - when increasing the width of the existing opening
- New residential dwellings
- Pending location, a retaining wall that is greater than 1 meter in height
- Plumbing fixtures added or relocated
- Re-insulating walls, ceilings or floors
- Removing a load bearing wall, column, lintel or beam
- Renovation or converting an existing building (change of use)
- Secondary Unit
- Septic system installations and alterations
- Site servicing (water or sewer lines) for all building types
- Solar Panels that are mounted to a building
- Woodstove or wood burning fireplace
When in doubt if a permit is needed, please consult with the Chief Building Official or Building Services staff.

What does not require a permit? |
- Door and window replacements (within the existing opening, where no structural members are changed)
- Installing new shingles on existing roof
- Painting, wall papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Replacing a plumbing fixture (i.e. toilet, bathtub or sink) with a new fixture in the same location
- Structure less than 10 square metres measured from the outside face of walls (that does not contain plumbing)
- Installing a propane fireplace
- Installing a water softener

Building Fees |
For building permits, fees are based on the value of construction. There is a cost of construction list in By-Law 2022-0005, including Schedule A, B, C and D; this is used to determine the required fees. The minimum permit fee is $225.00 for construction. The fee for a demolition permit is $ 150.00.
Fees for sewage disposal permits, By-Law #2014-33, Schedule A, B, C, D, E lists the appropriate fees. For most new systems, the fee is $680.00
Development charges are collected a the building permit stage for all new residential, industrial and commercial projects. There are 3 development charges that we are required to collect.

- There are two separate Education Development Charges that we are required to collect on behalf of the school boards. They are the Kawartha Pine Ridge District School Board and the Peterborough Victoria Northumberland and Clarington Catholic District School Board.
